»Executive V.P. Harold W. Hewitt Jr.

Harold Hewitt, Jr. has been Executive Vice President and Chief Operating Officer for Chapman University in Orange, California since 2007.  Prior to that he was CFO for the Los Angeles Philharmonic Association for two years following ten years of service as the CFO of Occidental College in Los Angeles.  Harold’s current responsibilities include the management of Chapman’s Financial Services and Budgeting, Information Technology, Legal Affairs, Human Resources, Facilities Management, Public Safety, Risk Management, Internal Audit, Conference Services, Calendar Office, Dining Services, and Bookstore Operations.  Harold is primary staff to the Chapman University Board of Trustees’ Finance and Budget Committee, Investment Committee, and Audit Committee.  He has a B.A. in Philosophy from Cornell College, Iowa, and an M.B.A. with a Finance concentration from the Peter F. Drucker and Masatoshi Ito Graduate School of Management at The Claremont Graduate University.

Harold has been active for many years in the National Association of College and University Business Officers (NACUBO) and the Western Association of College and University Business Officers (WACUBO).  For WACUBO, Harold has served on the Professional Development Committee, as Chair of the 2010 Anaheim Annual Conference Host Committee, and currently serves as 2nd Vice President and Chair of the 2013 Anchorage Annual Conference Program Committee.  He is a member of the WACUBO Executive Committee.  For NACUBO, Harold is currently a member of the Tuition Discounting Study Advisory Committee.  Past service includes: the Small Institutions Council; Dues Task Force; and Chair, The Business of Enrollment Management (2006).  He has made presentations to both WACUBO and NACUBO.

Recently, Harold was elected Chair of the Western Association of Schools and Colleges (WASC), The Senior College Commission.

+-Western Association of Schools and Colleges (WASC)

WASC, The Western Association of Schools and Colleges, was formed in 1962 to promote the welfare, interests, and development of education in the Western Region. Upon the formation of the Western Association of Schools and Colleges, the Commission voted unanimously to accredit institutions that were previously accredited by the Association of American Universities, North Central Association.

WASC is a 501(c)(3) non-profit corporation, encompassing three accrediting commissions:

Accrediting Commission for Schools

4000+ K-12 and occupational schools in California, Hawaii, the Pacific Islands, and East Asia, with offices in Burlingame, CA and Temecula, CA

Accrediting Commission for Community and Junior Colleges

150 institutions in California, Hawaii, and the Pacific Basin, with offices in Novato, CA

Accrediting Commission for Senior Colleges and Universities

161 institutions in California, Hawaii, and the Pacific Basin, with offices in Alameda, CA

All three Commissions share the name "WASC" and function under a single Constitution. Each Commission has standards, policies, personnel procedures, and staff that are specific to that Commission and certified by the WASC Board of Directors. In order to comply with Federal law, the accredited institutions of the Senior College Commission formed an Association of Senior Colleges and Universities which has adopted bylaws, in accordance with the WASC Constitution, that define operational procedures for such things as the selection of Commission members and the structure and frequency of Commission meetings.

As described in the WASC Constitution, the WASC Corporate Board oversees the work of all three Commissions. It is comprised of nine members, three from each Commission, including the chairs from each. The WASC Board meets annually to certify the accrediting actions of the three Commissions, receive audits, and take action on business as necessary.

Recognition

Each of the three Commissions is reviewed periodically for renewal of recognition by the US Department of Education (USDOE). In addition, the Community and Senior College Commissions are reviewed periodically and are recognized by the Council for Higher Education Accreditation (CHEA).

Senior Commission

The Accrediting Commission for Senior Colleges and Universities is responsible for the evaluation of the quality and effectiveness of colleges and universities offering the baccalaureate degree and above in California, Hawaii, Guam and the Pacific Basin.

+-National Association of College and University Business Officers (NACUBO)

The National Association of College and University Business Officers (NACUBO) is a membership organization representing more than 2,500 colleges, universities, and higher education service providers across the country and around the world. NACUBO was formed on June 23, 1962.

NACUBO specifically represents chief business and financial officers through advocacy efforts, community service, and professional development activities. The association's mission is to advance the economic viability and business practices of higher education institutions in fulfillment of their academic missions.

NACUBO membership is institutionally based and runs from June 1 through May 31 of the next year. Staff members of a member institution are eligible to receive benefits, including discounted products and services. Students and retired business officers may purchase an individual membership.

+-Western Association of College and University Business Officers

Since 1937, The Western Association of College and University Business Officers has offered business officers in the western region opportunities to develop professionally, to identify solutions for issues affecting higher education, and to share their expertise with their colleagues. Our membership includes institutions in 14 western United States, three Canadian Provinces, Mexico and other Pacific Rim nations.

WACUBO is one of four regional associations (Central, Eastern, Southern, Western) making up the National Association of College and University Business Officers (NACUBO). Headquartered in Washington DC, NACUBO is well known for its informational resources and professional representations of the needs and interests of higher education.
